The UK government issued guidance on the ban on disposable e-cigarettes, clarifying that from June 1, 2025, the sale, provision or possession of disposable e-cigarettes for sale will be completely banned. Violators will face high fines or even imprisonment. The specific penalties vary from region to region.
On January 20, the UK government's official website released guidance on the ban on disposable e-cigarettes. The document clarifies the definition of disposable e-cigarettes and specific details such as the penalties that retailers who violate the ban may face.
From June 1, 2025, the UK will completely ban the sale, provision for sale or possession of all disposable e-cigarettes for sale (including nicotine and non-nicotine products).
Reusable e-cigarettes: Can still be sold, but must meet the conditions of being rechargeable and refillable.

UK unified regulations: From June 1, 2025, it is illegal to sell or possess disposable e-cigarettes for sale.
England: The first violation will face a fine of £200, and subsequent violations may face an unlimited fine or up to 2 years in prison.
Wales: Fixed fine of £200 or more, and enforcement cost recovery notice.
Scotland: Maximum fine of £5,000, followed by 2 years imprisonment or higher.
Northern Ireland: Maximum fine of £5,000, followed by 2 years imprisonment or higher.
How to tell if an e-cigarette is for sale
Reusable e-cigarettes: must have a refillable container (such as a cartridge, a reservoir) and a rechargeable battery.
Unsaleable devices: single device with a mouthpiece, reservoir and battery fixed together, with no way to replace the coil or fill the liquid; the device is rechargeable but the coil is not replaceable, or pre-filled cartridges, liquids or coils cannot be purchased separately.
E-cigarette products: still subject to the Chemical Classification, Labelling and Packaging Regulations (2015), the Tobacco and Related Products Regulations (2016) and the Waste Regulations for Electronic Equipment and Batteries.
Recycling requirements: All e-cigarettes (disposable or reusable) are subject to the Waste Electrical and Electronic Equipment (WEEE) Regulations. Businesses selling e-cigarettes must provide a "take-back service" to accept e-cigarettes and their components returned by customers.
From June 1, 2025, businesses must not sell or supply any disposable e-cigarettes.
Recommended actions: Stop buying disposable e-cigarette stock; clear existing stock; buy e-cigarettes that comply with the new regulations.
Remaining stock: Separate disposable e-cigarettes from other goods; mark as unsaleable; dispose of through a registered e-cigarette recycling service.
